The School Employees Benefits Board (SEBB) Program’s annual open enrollment runs from
🕛 12:00 a.m. on October 27 through 11:59 p.m. on November 24, 2025.
All changes will take effect on January 1, 2026.

The School Employees Benefits Board (SEB Board) has authorized the following changes effective January 1, 2026. The School Employees Benefits Board (SEBB) Program will provide more information about these and other changes before the annual open enrollment. Open enrollment is October 27 through November 24, 2025.

You will pay a premium for medical coverage, and if you choose to keep your employee-paid LTD insurance, you will pay that premium. There are no employee premiums for dental and vision coverage, basic life, basic AD&D, and employer-paid LTD insurance. These benefits are paid for by your employer. You may also buy supplemental life and supplemental AD&D insurance for yourself and your dependents.

The SEBB Program offers three dental plans:
- Uniform Dental Plan
- DeltaCare
- Willamette Dental

There are some differences between them that are important to keep in mind.
- There is one preferred-provider organization (PPO) plan, Uniform Dental Plan (administered by Delta Dental of Washington). You can see any provider without a referral. You can see providers outside of the network but will pay more out of pocket.
- There are two managed-care plans: DeltaCare (administered by Delta Dental of Washington) and Willamette Dental. These plans require you to choose a primary care dentist from within their network. You need a referral from the primary care dentist to see a specialist.

- Who Needs Coverage? Determine if you need coverage for just yourself, or for your spouse and children as well.
- Healthcare Needs: Reflect on what your family requires from a healthcare plan.
- How often do you visit the doctor?
- Do you have any recurring medical needs?
Review Your Coverage Options
- Satisfaction with Current Plan: Are you happy with your existing coverage?
- Changes for the New Year: What changes are happening with your plan in the upcoming year?
- Cost Analysis:
- Premiums: What is the monthly premium you’ll pay?
- Copayments: Understand the fixed fees for office visits, prescriptions, or other care.
- Deductibles: Know the amount you’ll pay before your insurance starts covering costs.
- Coinsurance: Be aware of the percentage you’ll owe after your insurance covers part of the service.
- Out-of-Pocket Maximum: Understand the cap on your expenses, after which your insurance will cover all costs.
Assess Potential Healthcare Needs
Take time to consider what services you might require over the next year, and evaluate the associated costs.
Check Provider Networks
- List of Providers: Compile a list of all the healthcare providers you and your family might use, including physicians, specialists, clinics, and pharmacies.
- In-Network Verification: Ensure that the plans you are considering include these providers in their network.
Consider HSAs and FSAs
If you anticipate medical expenses in the coming year, you may want to explore a Health Savings Account (HSA) or Flexible Spending Account (FSA). These accounts allow you to set aside pre-tax dollars for eligible healthcare expenses, such as copays and certain prescriptions. Note that HSAs require enrollment in a high-deductible health plan (HDHP).
Confirm Medication Coverage
- Medication List: Create a list of your current medications, noting whether they are name-brand or generic.
- Coverage Inquiry: Contact the insurance provider to confirm whether the plan covers the medications you need and inquire about copays for filling and refilling prescriptions.
Taking these steps can help you make an informed decision about your health insurance options.

Available to SEBB benefit-eligible employees:
- SmartHealth is a voluntary wellness program included in your SEBB benefits at no cost to you. Eligible SEBB subscribers can qualify for a $125 wellness incentive by completing a well-being assessment along with joining and tracking activities to earn at least 2,000 points.
- Diabetes Prevention Programs are lifestyle-change programs to help reduce the risk of Type 2 diabetes. All SEBB medical plans will cover the entire cost of the program.
- Living Tobacco Free helps you to quit using tobacco products. All SEBB medical plans offer programs to live tobacco-free.
